After graduating from the University of Minnesota Law School, Neal was appointed as an Assistant United States Attorney for the District of Minnesota. He prosecuted various kinds of criminal cases, but specialized in tax prosecutions.
In 1974, Neal went into private practice with Saul Bernick. Most of his clients are involved in disputes with the Internal Revenue Service or the Minnesota Department of Revenue. Some clients are involved in the United States District Court and the United States Tax Court, while other clients have collection problems. He also represents clients who are under investigation by the Criminal Investigation Divisions of the Internal Revenue Service and the Minnesota Department of Revenue.
Neal has spoken frequently on tax controversies and criminal issues at accounting and legal seminars.
